not recommended, but you , if the load is only lightly soiled , use a programme for fast wash even if it says 4KG max and put your 11KG load in , the water level should adjust to put more water in the drum. however the water may not get to the required temperature in the wash (say now if you have set it for 40'c for fastwash which is 4KG max load, well it might not get to 40'c or wash very long in 40'c if it does because more water will be in the drum than if it was 4kg . - and the time could change or be out a bit (ie take a bit longer) because the time would have been worked out for water and heat for 4kg, and you will have 11kg in the drum which means more water, more time to heat up, longer time to fill drum, longer time to enter drum .
you may even have to put it on a cycle that doesnt weigh the load first , because if it weighs 11Kg of washing in the drum that might indeed change the time to 3hours or so! - same with if you use a cottons or eco wash - very long. If your new machine has 'daily wash' or quick wash 1hr and that says 4kg max again you might be OK if you are washing 11Kg of lightly soiled washing - ...... but , you cannot really be complaining in after an hour (or quick wash) you take your 11kg load out which was designed for a 4kg wash load and they still come out with stains on or a bit smelly and not perfectly clean in 1hr , because a 3hour wash for a full drum capacity with 11kg washing will obviously with all the proper water/heat/ scrubbing of the clothes time, and long soaking them are going to have more chance of removing stains and heavily soiled washing than a 1hr fast was would.
